For that age group there really isn't much you can do but make sure that when she sleeps, the head part of the crib is elevated. Don't give any Tylenol or Motrin unless your doctor says it's OK. The dosage for a baby that young can be very difficult. It is a combination of age and weight.
Also you can add a humidifier in the room. We have the Vicks system in our twins room (do not use the Vick vapors though) and that helps them breath when they are stuffy. Also what you might want to do is use nasal drops and then suction with the aspirator.

she squirts them back out her nose LOL.
we have a humidifier, and have the bed elevated. problem is she is such an active sleeper (legs, arms, etc) and she's almost flipping over by herself, that she keeps sliding down the mattress. i woke up every 45 minutes to her crying cause her head bumped up on the crib, or her arms were through, etc.
