Fire fish are skittish by nature so it doesn't surprise me the gramma dominates The Tank. A few options would be the afor mentioned goby, maroon clown, pygmy angle, pygmy hawk fish
The opposite direction can also work. A Barnacle Blenny or some Neon Gobies are small enough that they are not a threat and can easily hide in tiny holes in the rock if needed.
