has anyone ever seen particles floating on the surface of their water?

There is a surface skimmer box that is sold as an add-on to your back-pak. The box fits over the rio-pump and allows the pump to only send water from the surface of the tank to be sent into the protein-skimmer. They are about $20, so it's a really cheap fix.
It should take care of the problem...!

It can't get any easier than that, now can it?

If you have the bio bale in your back pack, take it out, and replace it with bags of carbon, filter pads, etc. there is no need or a separate filter.

Another solution is to buy a surface skimmer that connects to your HOB filter or Canister filter. I bought one, and it works great! Only costs about 10-15 dollars. Below is a picture.
