Tap water and chems. is no good. Still has nutriants in it that feed alg. RO/DI filtered water removes the nutriants and is better for fish and other livestock. Get a filter or buy the water at a grocery store and do water changes. What kind of lights and how long do you run them each day?

i have been doing water changes with r/o water and i have been using the lights about
2 hours at the most i have the coral light siting with the blue lights the florecent and
the moon lights

Why did you say this?
What is your test reading for nitrates and phoshates.
Overfeeding your fish can cause algea blooms too.
