I bought this acropora on december 21, 2002. The blue tip has faded to a light blue but has also developed a coating of a green slime on the tip. Any suggestions of what to do.

Just because there is algae growth on the tips of the acropora, doesn’t mean it is dead. It means that algae is able to attach itself there because there is not enough water circulation on it.
The above post is correct about not enough light. If you use the watts method, you need at least 4-5wpg.
Try moving to higher flowing area near the top of the tank and adding acropora crabs to the specimen.

If the Acro is directly under your MH then it has enough light. I agree with the waterflow needing to be increased.

I agree with BM. your lighting is on the edge of keeping acro's. if you put it near the top of your tank with some flow it should be happier. as to breaking off dead parts . . i had a green montipora fall off a ledge and get munched on by a more aggressive coral. more than 75 % of it was dead. i attached it more firmly to the rock it was supposed to be on and much quicker than i would have though it had grown back over the dead spots. i would remove any algea on the dead area, but if you can improve it's conditions IMO i would leave the dead skeleton attached.
