If you need a more precise way to turn your flow down/up, ditch the ball valve and get a gate valve.

You should be able to find it made of PVC at a lowes or home depot.
But yeah, you got it now. The water level will be at the bottom of the teeth of your overflow.

IMO an entry level hobbyist and I do not know if the op is or is not should not concern himself with fine tuning his return pump. This changing the flow rate by using a valve only comes into play IMO if the overflow GPH is rated less then the return pump GPH or when we have a refuge in our sump or connected to it and we are trying to regulate exposure time.

btwk dont feel bad i have a hard time explaining myself alot.especially on here.but i would thing you would want your pump to push just under what your overflow will take?not just a bit more than just above or below the teeth?
