Theoretically, the longer you mix it the more sediment you should see on the bottom.
If you add more lime to the water than it can dissolve then it really doesn't matter all that much because the extra lime will dissolve to replace whatever has precipitated. This is about 2.5 teaspoons per gallon for cold RO/DI water.
If you use less than a saturated solution then it will degrade the limewater. For every second you stir a small amount of CO2 will enter the water and precipitate some Calcium carbonate.
