How long do you keep your lights on?

I guess so. I have read that water changes will help with brown algae or diatoms. How frequently and how much can I do with water changes?

Just remember....diatoms are a normal process. as a norm...I do 15% w/c's bi-weekly
If I have an issue I try to do 20% at least weekly

I am running my blue lights for 12 hours now and my white lights for 4 hours. Sometimes I don't run the white lights at all for some days.

I do 10 on and 14 off too, exept my timer brake and i need to get a new one so its more like 12 on and off right now.

I never turn on the lights in my display tank unless I want to feed or observe the inhabitants. Why waste the energy? Blue moon LED's only most of the time. This has cut way down on my film algae problems, and the coralline (desirable) algae actually seems to be doing better. It also keeps things calmer inside the tank and lets everyone know when it's time for din-dins. Doesn't sound like you have anything that needs light to survive, so it could be an option.
On the other hand, The lights on my refugium are only off when I'm sleeping. This is essential to control nitrates. It's been film vs. macro it there or years. Macro finally seems to be winning since I increased the water flow.
