if it were me I would just do 2 50% waterchnges and address my feeding/filtration/detritivores/cleanup crew. and see if I couldnt keep the numbers from rising again.
 
No offense taken is all good I wouldnt do it this way either but they seemed concerned with frequency and size of their WC's and I figured its a 29 gallon tank that maybe would take MANY WC's but they would each be small in size so may not be that bad. I actually didnt do it to address my nitrates- I purchased a diatom filter- the seal was not 100%- the gasket sat too low in the channel and it leaked some air and Diatom into the tank. It didnt harm my fish just as they claimed it wouldnt but it did kill a fire shrimp. So acting on that I was doing WC's everyday to help rid the tank from diatom powder(DE). The nitrates dropping to 0 was just a bonus- I have a 65G with a 29G sump. I do weekly WC's of 10 gallons, roughly 15% of my estimate of actual water volume. Was only pointing out in case they were really nervous about the size of frequent changes and not wanting to cause any shock to the inhabitants because my frequent smaller changes happened to drop my nitrates by 10 parts rather quickly(although was a major pain in the butt).
And I do agree with the large water change as long as they make sure to match the ph/ alk and temp of the WC water and the tank is definately the way to go......Good luck with everything....Jimmy

Are you feeding all at once, or over a period of time? I've noticed that food served over a longer period of time (I feed over about 30-45mins) gets consumed better than dumping all in at once. Personally, I'm not a fan of flake or pellet foods and saw a rise in nitrates when I tried them.
This is how i feed. About a half hour after the lights turn on at 12pm, i put in a pinch of Ocean Nutrition Prime reef flakes. Then 15 muinites after that, i put in 1/4 cube of san fransisco bay brand frozen Mysis shrimp. Then about a half hour before the lights turn off at 10pm, i do the same procedure.

In my opinion you should find an alternative food to replace the flaked food. Flakes tend to begin releasing nutrients as soon as they hit the water. After just a couple of seconds the water has received more nutrition from the flakes than the fish.

what would you suggest feeding with the frozen shrimp.

Reefkprz is correct. Doing small water changes only mean you will have to do a ton of it to see a real improvement. Smaller tanks require more frequent maintenace opposed to bigger tanks. I have a 24q aquapod, 55g and a 125g. I love my 125g reef cause it really requires water changes after several months and I only do 32g. My 55g I do a 25% water change every 2 months and my 24g a 50% water change. You may not agree but it has worked for me for several years now as long as you have all the proper equipment in place. In this situation though I would do a 50% or more water change even 100%three time a week till it lowered

If it were me I would visit the grocery store and buy a variety of raw seafood to blend together. Squid, Clams, Scallops, etc. all make an excellent supplement to Mysis Shrimp. I would also toss a sheet of raw Nori and/or Laver into the blender as well.
