These are just my opinions. There are many breeders that are more successful than I. Several on this board even.
First, I believe an Anemone just gets in the way and complicates everything. If you're going to breed then skip the Anemone.
They need a peaceful tank environment. There can be other fish and inverts, but nothing that's going to harass them of compete with them for food.
High quality tank conditions. Elements should be as close to NSW as possible.
Good water flow.
A place to call home like a clay flowerpot, a cave built of rocks, a ceramic tile, etc.
High quality food. I blend my own from fresh seafood.
