I think my pepperment shrimp has had babies

looking at my tank tonight with a flash light like i always do, i noticed these little mosquito larvae looking things swiming around and they like the light, i've never seen these before are they shrimp?

probably pods....a good thing. Pep shrimp usually do not breed unless they have been a mated pair in an long established tank.

Could be
Cleaner Shrimp Larvae are very uncoordinated and swim in the water column. If This is what your critters are doing then I believe you are correct. You can expect each Peppermint in your tank to let loose with a cloud of larvae every 4 weeks like clockworm. ie. If you have 3 shrimp then you'll get 3 batches of nutritious food every month.
