4 wires for power ? hot common ground, whats the 4th one for ?

an icecap ballast is designed to be wired to an electrical box, like one you would find in your walls. but you can buy a plug and put on the wires and just plug it into a time like i did. just use the black, white and green wires.
as for the 4 pin plug thats for a timer/dimmer option.

i took an old computer cord an cut the end off... how am i supposed to put the bare wire into the ballast?

Seperate the Green, White, and Black wires from the Purple, Yellow, Orange and Red. These three wires are for your power cord.
The 4 pin is for an electronic dimmer, not for power.
