try seachem focus and metronidazole with some vitality. Soak it in there food.
This should control the ICH.

With the situation you have, IF I had to use a bottled medication I would use Kick-Ich. When I first came into the hobby I used the product before I knew better treatment options and relied on advice from my LFS. It should help decrease the parasitic load and with the inverts you described be 'safe' for them.
Cleaner shrimp: Hit or miss. They will set up cleaning stations and if the fish allow them to clean will do a job at reducing the parasitic burden and remove any dead tissue as well.
Garlic: I would use fresh garlic, if any. The theoretical active ingredient degrades quickly...so IMHO bottled preps of garlic are worthless. I have commented on garlic before (forgive me Joe and Sep about the soap box I am about to climb up on)...There are no scientific, peer reviewed studies that have show that garlic is immune boosting in mammals or aquatic organisms.
If you find one I would like to read it as I will be able to scientifically justify why I have used it at times. It may help, it may not. It does not appear to hinder. Do I use it at times..yes...why

I have used Stop Parasites and was not impressed with it at all. It smells terribly and really clouds up the water. I used that for a week before doing my first hypo. At the time I just had some rocks and inverts in the tank. I removed those and hypoed the display. Kick ick seems to get the best review on here. I have heard of it melting corals too, so that will be up to you.
The shrimp are hit and miss. Some people have ones that will not clean anything at all. Being that you have a puffer, I wouldn't bother. The evidence of garlic working is anecdotal. There is no scientific evidence as of yet. I would agree that it does seem to help boost the fish's immune system, to an extent, so therefore should help them fight off the parasites. It is not proven though.

When you purchase a new fish how long should you keep him in QT before adding to the main tank? Im so afraid of adding new fish and missing ich or something on it..should they be treated with something to prevent spreading something?

Some members Hypo their new fish. I personally just observe them for a month or so.

That's what i figured and assumed but from your post it could have maybe been interpreted as in the DT and wanted to make sure newbies didn't misconstrue it

I apologize if it was not clear. The person that I was replying to asked about fish in a QT though.

I think you shoould go with this then you don't have to worry about turnning off your protien skimmer!!!1

so should i turn off my skimmer then....and if yes wont that make my fish tank dirty and damage my fish because it says on the kick-ich that it is a fifteen day process....

Vitality is a vitamin.
So we have a product for bacterial infections, another for bacterial, but claims to help with protozoans, and a vitamin that isn't high in lipids, nor fatty acids, nor vitamin C. What is the reason for these when the fish have ich?

should i turn off my filter as well.....i have a whisper 60 power filter and i believe it has carbon bags or something like that im not really sure...

if it has carbon in it just remove the carbon until you are done treating but leave the pump on to keep up circulation, if you left the carbon in it would absorb some of the chemicals and then release them at a possible bad time

Focus is for internal infection...metronidazole is for treatment of cryptocaryon hexamita ichthyophthirius......vitality full of amino acid and vitiaim C. You combine focus with metronidazole so it will bond to the fish food. The vitality is just extra you can use garlic too...I made the suggestion to do this because you are using these products with food only. So that means you don't have to add anything directly to the tank or have to worry about turnning on and off equp. I have had seen great results with useing these products. Plus ...it is simple!
