But I also agree that this is about controlling resources. Because who ever is left still holding those resources in the end will be in a greater position of leverage. Why burn ours when we can burn theirs up first?

What most people seem to forget is that our current oil industry started with a shortage of whale oil.
The instant some other form of energy becomes cheaper we will switch to that form of energy. No government programs, no tax incentives and so on will be needed.

Yep, kerosene came along and it became more affordable to heat and light peoples homes with.
Those silly humans are always coming up with new and creative ways to work around the big issues. Go figure.
