Then I hope you are aware that a sebae won't survive for long under that lighting either...
Sebaes are very light-demanding, especially since they prefer to be on the sand. I only recommend sebaes if you have halides.

That much light will blind the fish, lol

I'd still say nope, not enough.
What size tank are we talking here anyways? For the price of 260w you can afford halides if it's a small tank.

I don't think I've ever seen anything less than Halides recommended for a sebae, they are a very light demanding and difficult anemone. Plus your tank is pretty deep, and PCs don't penetrate the water as well as Halides. A BTA might be a better choice, they climb up on the rocks to get as close to the light as they want, plus they seem to be a little more hardy than the Sebaes and Carpets.

Yup, a BTA would do great under that lighting.

Ok, so now if I am not going to get the sabae, will a 65W PC be good enough for a FOWLR?
Or is the 130W a better bet for the live rock?
Does the increased lighting effect the fish at all?
Does it make the water warmer?

65W would be enough, but coraline will grow faster under more light.
It won't affect the fish
Yes, more light will create more heat.
