my salinity levels are perfect at 1.023 - how to maintain that level ?

hes talking about what he looses from skimming. Thats saltwater that is lost there. to make up for evaporation you add fresh water. to makeup for skiming losses you add saltwater. But you shouldnt have that much lost from skimming if your foam is pretty dry. You should be able to handle that with your water changes.
Along with evaporation comes salt creep which makes it hard to permenantly maitain the salinity where it is.

The loss you get from skimming is minimal. Yes it has some salt in it but it is very little compared to the salt that is in your tank. Doing occasional water changes will keep things in balance. If you notice your SG starting to drop then you can premix some salt water to add back to the tank to slowly raise it back up...

Couple thoughts -
1.023 is a Specific Gravity reading, not a Salinity reading.
1.023 is low if your water temp is at normal reef temperatures.

i have a wet /dry - i add water when the water level in the sump decreases to a sticker i have on the plastic on the outside - i had been adding salt and found salinity levels high - took a week to bring down and back to where it should be - now i want to maintain now - so what is the answer ?

a big hint 2 keeping your salt maintainable is whatever water YOU take out put that water salted back. Whatever water dissolves naturally just add fresh water because the water dissolves, but the salt doesnt.
