I do agree with NASCAR's rain policy, no race on ovals, we go racing on road courses (in theory). The speeds achieved are usually too high to risk it, and there are a number of technical challenges that would make rain tires on oval cars, a bad idea.
About why even on the road courses, where they're suppose to race in the rain but sometimes don't, it's about economics. For Goodyear to manufactures 43+ sets of additional rain tires for each team for the weekend, would be a huge bill. The tires only have a limited shelf life, and with their only being 2 road course races a year for Cup, (4 or 5 for Nationwide??) the spaces inbetween might fall during a time Goodyear doesn't have enough rain tires ready to go.
Personally, I thought that Canadian, or was it Mexico IIRC?, Nationwide race in the rain, was awesome. It takes X amount of skill to pilot a race car around a dry track. It takes X, to the power of 10, to successfully pilot a race car around a track in the rain.
The skill was amazing, the rain made everything seem like everything was in slow motion at least on TV. Didn't really enjoy it... (and if you remember those were 4-5 year old tires rain tires)
