Sounds like you're trying to do too much too quick. 400W light for a 40 is very intense, especially for zoo's. I also agree with why are you adding anemones to a frag tank?
Might just be me but it sounds like you really want a clown/anemone tank which is also fine
As far as the cloudy water, could be a mixture of things, too high of temp, too much light, nitrite/nitrates - quality of water going in for water changes... just alot of things

Would a fluval fx5 be good for water flow and mechanical filtration? I would put a little bit of carbon, sponge and fine polishing pads.
