The best treatment for pop eye is antibiotics, usually tetracyclene, which most fish stores have. Fresh water dips don't work and could stress the fish out even more. Netting the fish, especially while it has popeye can cause more damage to the eye as well, especially with angels, that really shouldn't get netted in the first place.

Thanks for getting back. I stopped the FW dip after one application. The eye looks a little better. Still a little cloudy and a bit swollen. But I think it is going down some.
I don't think that my LFS has antibiotics but I can check. When I rushed there the other night I got the SW fish kid... He is pretty good but not as knowledgeable as the owner. I will go back when the owner is there and ask him.
I hope he did not get if from netting. My wife netted him once to get him into the QT. After that he was not netted. I did however notice that the coffee cup he likes he tends to swim around in. The bad eye is the one that is on the outside, it almost looks like it scrapes the side of the cup. Maybe that is how he got the pop eye. he was super shy the first two days, and stayed in that cup a lot.
The eye you see is the good eye. He would swim around brushing the eye on the cup. Weird.
