You are so willing to cap someone elses wages - are you as willing to have your own capped? I suspect not or you wouldn't be kicking and screaming so loud. I am kinda of with you - cap everones wages, reduce everthing except my pay.

That is not the only way to decrease price, increased supply also leads to lower prices considering a constant demand, which in this case exist, demand=entire population.

Allow us to shop for insurance across state lines. Hmm, what a novel idea! Of course insurance companies would drop rates because they would have no choice but be competitive, But honestly do you think the government would allow that? They would not have control.
