IMO - I would not make many purchases at this time. I would focus on the research for now.
I would also suggest the tests meowzer mentioned.
If you do not have a thermometer, that is a purchase I would suggest.
Koralia's are a commonly used powerhead for flow, so I would say you may want to purchase a Koralia Nano
.
With only a 16 G, this should be enough flow.
Good point on that.....LOL...My smallest tank is a 29G and I have a Koralia 1 and a Koralia 2..I wasn'r thinkg 16G
He does need to get the water moving and heated since he already has livesand and live rock....does he not?????

A small heater and a Koralia Nano are relatively cheap, when you consider all that we spend in this hobby.

So I aquiesce...these would not be bad purchases.
I guess the main point I would convey, is not to purchase too much too soon, only to find out you would have preferred a different direction after doing research.
At this point, the worst that can happen is some die off within the sand and rock. (some of which will happen regardless)
Here is a link, to help start with some of the research.

ok so I went to the store today and talk to one of the employees and he told me that the filter should be enough movement for a 16g tank. Just wanting to know if you guys think the same. It's a marineland power filter penguin 100 with a bio-wheel. I was talking to someone yesterday and they told me not to use the bio-wheel just wanting to know the reason for that because I got 1. I also got a heater and a thermometer along with a book

LOL...I think I told you not to use the bio-wheel....
you just do not need it....that's about it....
Did you get a powerhead???

HOB filter is okay, you will want to take the wheel out because it not only slows the flow dramatically but it cloggs up with detritus (fish poop and such) too easily, you are better off using some other type of media in it (cant really help you out there) to keep the good bacteria in it....
heater is good, thermometer is good..
which book? theres like a million and yet only about 40 really good ones...

a few good books if you are near a barnes and nobles or to order off this or any good SWF site,,,
The New Marine Aquarium: Step-By-Step Setup & Stocking Guide by Michael S. Paletta,
Complete Encyclopedia of the Saltwater Aquarium by Nick Dakin and Julian Sprung
The New Encyclopedia of the Saltwater Aquarium by Greg Jennings
The Conscientious Marine Aquarist: A Commonsense Handbook for Successful Saltwater Hobbyists (Microcosm/T.F.H. Professional) by Robert M. Fenner,
Probably 4 of the best books for beginners out there.....
