I guess I interpret it differently.
A man with a gun is likely to shoot another man, at the least he'll shoot something living. A bush with a gun won't do anything with that gun because it's a bush.
That's where the "only difference is what it shoots" comes from. A man shoots something - likely another man, a bush has no clue what to do with the gun.
