I guess I interpret it differently.
A man with a gun is likely to shoot another man, at the least he'll shoot something living. A bush with a gun won't do anything with that gun because it's a bush.
That's where the "only difference is what it shoots" comes from. A man shoots something - likely another man, a bush has no clue what to do with the gun.

The quote ' implies ' that theres a difference between who ' he ' shoots.
So, then it ' could ' be interpreted that Waton's interpretation is wrong. He said theres no difference....'' Either way you will be dead '' meaning they both shoot the same person/people. No difference.
Windmill's interpretation seems to be that the ' he ' is able to shoot and the ' bush ' can not shoot, its just a bush, so, the difference is the man shoots whomever hes trying to shoot at and the bush shoots no one.....if this is who the ' he ' is.
Now, the ' he ' may mean the person being shot at....and who/what he shoots back at. This now could go more back to Waton's point being that if you can see ' a man with a gun ' then you can shoot ' back ' at him.
If you can not see a ' bush with a gun ' ( because someone with a gun is hideing and shooting from it ) then you can not shoot back. Because you dont know where the shots are comeing from and the difference is that ' he ' shoots at ' a man with a gun ' because ' he ' can see him, but not at ' a bush with a gun '. Because its just a bush.
So if you are going to shoot at someone, get behind a bush. So they dont see you....like in the cowboy movies...haha
