The outer part looks like the mucus web my solar fairy wrasse makes to sleep in every night.
It's probably not, unless you have a wrasse;)
Even if you do, the inside doesn't exactly look like it.

My guess is something dying. I remember when I fragged some mushrooms and once in a while one got away. My plate corals are right underneath the mushroom garden. The flat discomosa mushrooms seamed to notice the plate and vice versa, but didnt really do an real damage warfare between the two. When I went to frag some hairy mushrooms one landed right next to it. I didnt think it would do much damage at the time so I was in no real big hurry to move it away. I was wrong. The hairy mushroom formed a kinda film on it and died shortly after.

Yea....I'm sure you don't need it in your tank. I'd flush it down the toilet before something bad happens! Lesley

I used to have bristleworms in my 29 gallon reef that would secrete mucus balls like that around their food...
It would break down after a day or two and float away.

I have the same thing connected to my feather duster. My feather duster's tube is in the shape of a "V" and the sack like thing is located in the point of the "V". I only have one duster so i didnt really think anything of it, just bury it in the substrate.
