? on plants

I was considering getting a couple shaving brush plants. Their non expensive and I've read where they are very helpful for the tank. But I've also read something about how they GROW in the substrate in SHALLOW water.
I'm confused about the "Shallow" water.

I don't know the answer but I have a guess. Aquariums are shallow compared to most of the ocean. I have had those plants before but couldn't keep them planted. I think somthing in my tank kept knocking them over or it could be because I had crushed coral at the time.
