If it were mine I'd put a pair of 24" VHO on top, a URI ActinicWhite and a URI SuperActinic run of an Icecap 660 ballast. Once it got going with some nice Ricordea & a CandyCane I would add another VHO or even two.
A good option might be a daylight PC with two Actinic VHO's. I like the Icecap ballast because you can mix & match flourescent bulb types and run them all off a single ballast.

The HQI mostly but actinic T-5's will look nice when the HQI is off.
The HQI and the T-5's would make a really sweet combo. But here's the tricky part about the 24 inch T-5 bulb. I recently bought my system of T-5 lighting and since T-5 is realativly new to the marine hobby there is only one distributor for true 24inch actinic lighting. Any where else you find to buy 24 inch bulbs they are actually the Aquablue which is 60% Actinic and 40% 6000K. You'll have to do some searching for the right bulb.
I'm running PC 4x65 watt (2 10K and 2 03 Act) on our 55 gallon tank and have had nothing but success. Granted I have a limited number of corals that I can keep, but my coralline is thriving and growing everywhere. Maybe I just have a "Blue Thumb"! Granted I'm trying to figure out a way to fit another 2 bulbs under the canapony some how....I got it BIG HAMMER!!
HQI is a type of MH bulb. It doesn't have the outer envelope of glass & requires a HQI or electronic ballast. HQI also requires a UV shield (a piece of tempered glass). All HQI fixtures I've seen include the UV shield.
I cannot see a difference in the fixtures listed except that the first one explicitly states the bulbs that come with it.
