Can someone please help me ID these. The are very mobile and love the light.

They look like Majano Anemone to me.

Majano Anemone. Are they considered a pest and if so, what is the best way to get rid of them?

They are only considered a pest because they reproduce rapidly. They generally cause no other harm.
If I had a colony like yours I would remove them by taking the rock out of the water and just scraping them all off with a wooden dowel or chopstick.
As they crawl around they often drop bits of their foot. Each bit will grow into an anemone so you will probably have to remove them more than once.
