I have a 10gallon and unless you find some where that has 1 to 2lbs rocks, you will not be able to put in 22 or even 20lbs of live rock, IMO. Depending on the amount of sand that is in the tank, that could take up anywhere from 1inch or more. I have 16lbs in my tank and it leaves enough room for any corals or animals that like to live in the sand. Also I have enough room to add small (very small) rocks with corals on it.
About the lighting, it depends on what you want to keep. The MH lights that were talked about earlier would probably be the best bet, but I have the 96w powerquad by coralife and I think it is great. You can find it on most web sites for under $100.
If you are looking to get an anenomie to host the clowns, there are other corals that demand less light that clowns like. I have a toadstool and my clown lives in it, but of course my Green Clown Goby lives in my open brain coral.
Just MOP, but with a 10gallon the hardest thing is to keep your water quality high. If you have the room I would recommend setting up a refug, it will help your water quality stay stable.

Also, if you add a sump/refug you can put a skimmer in it. I have a protein skimmer in my sump, so you can't see it and it has helped out my water quality.

ok, 22lb of live rock, 96 watt lighting, water pump, enough live sand to fill up 1 in(cause i have over 2 lb of live rock per gal) clowns, three months before anemones? how long for coral? thanks for the help?:D

no, thats were im putting the fresh water fish that are in the tank right now, but i used to have a 55 gallon salt wqter tank with some damsels and a yellow tang, but the filter was messed up and it caused a major problem, the damsels came out fine, but my poor yellow tang didnt didnt make, we weep for the brothers who didnt make it out alive
anyway, i do have experience w/ salt water though, if the filter worked out better it would be set up today

Well, I honestly don't think you'll be able to keep your water quality high enough ina 10g for any anemone, including a BTA, unless you have some kind of sump to increase your water volume.
Just my opinion

would u now a specific kind of sump? how would u no if the water quality is good, is that like ph, salanity, temp, trates, trites ect.?

and yes those test will let you know youre water quality
but a better sign is some organisams(sp) growing in the tank
like q-tips
