What kind of skimmer is that? you have no livestock so no big worries yet.....some skimmers have a longer break in period than others.....I have a bakpak2 that puts out bubbles no matter what I do....BUT it skims out some pretty nasty stuff...LOL

It's called a AquaticLife Internal Mini Skimmer 115. The guy at the store kept telling me I need to get one real soon, I didn't think it was all the nessecary as of yet. But he wasn't gonna sell me anything else till I got one running. The skimmer is supposed to good for upto a 30 gal tank. Its already pulled some nasties out so far. I stil got alot of work to do on the tank, more rocks, fill it out some more..

Not really necessary during a cycle...but it may be good for you to run it now.....maybe it will "break in" and the bubbles will dissipate.....
tank is off to a good start....how long has water been in? and you are testing right?

Tanks been running for almost a month now, nitrates and everything seem to be in good order. Tons of night life in it, got a small cleaning crew going like 4 blue legged hermits, 1 turbo snail, and 4 nassarius snails. using an AquaClear 50 filter

I'd give it a week or two. I went about crazy trying to 'fix' the micro bubbles coming from my CPR bakpack skimmer when I first set it up. After a while it mostly went away (and I probably somewhat just became used to it).
