I had a clarkii and a cardinal together and i know this doesn't really match ur problem but the clarkii ended up biting off the poor cardinals tail fins and dorsal fins
he kept going at it because he new he couldn't swim away. My point is that clown fish can be pretty mean when they want to and I would get rid of one of them like you said.
