what about this idea?
as the water enters the sump have a boxed off part full of LR rubble for extra bio filtering, microphano life and helping rid the tank of micro bubbles
made out of either plexi or egg crate maybe?

also what about this
Ying off on both sides of the return line that empties back into the DT
then you can connect 2 jet nozzles on both sides one pointing towards the front and the other one to the side
less restriction of the water too

I would go with the SS out of the two. I think from what I've read that there are bit on the touchy side but are a good skimmer for the price. I believe that you can also use them in or out of sump. If you want to go in sump then I need the footprint size to allow room for it.
Or you could just make one..........

well i guess its better to do it right the first time instead of having to possibly do it twice and since this is going to take awhile until its done i might just be better off with this type
also i am going to build me a stand down stairs not out of blocks

ive got a friend to help me with it hes done a few wood projects before
but with a 7' height in the basement and 4' 3" to the top of the DT how high do you prefer me to build it?

That will work! I guess make the stand as high as possible and still be able to get your hands in there to service it. Maybe 30"-36".
So if you have 4.5' in the basement and another 4.5' upstairs thats 9' vert head. Just need to add up elbows, couplers and other stuff that will add head.
I'm not a big fan of loc-line. In the tank its about flow not pressure. Even if you split the loc-line on each return this will still cause more head pressure.
I have never used loc-line and yes they're more directional then just 1" PVC but I feel I would rather have a volume of water and improve the turn over in the tank rather then have high pressure jets shooting water around.
I use spray bars instead......
