What type of cardinal? You know you have to plan this out....you only have a 28G, and can not keep a lot of fish
In my 29G I have 1 perc clown, 1 citron goby, 1 scooter blennie, 1 zebra goby, 1 lined blennie (striped..whatever)
WHY are you trying to put a coral beauty in this small of a tank anyway
I would definitely NOT recommend that

i wouldnt think he need a bigger tank. I read there minimum tank size is 30g. And a bangaii cardinal.
They really do need bigger...on this site they list minimum tank size at 55G....I have one in my 225G, and they are very active. Personally I could not see it being in a 28g tank
the bangaii would be okay....just make sure to get a tank raised one

A Coral Beauty is pushing it in a 30G, but it can be done if the stocklist is adjusted properly. You already have the Clown and the Chromis, so I would nix the cardinal fish and just add one other smaller fish (goby or blenny like you were thinking) if you're set on the CB.
I would add the other fish first, and let the rock mature more before trying the CB again.
I added a CB to my tank within the first month or two and had no problems, but I used fully cured rock, encrusted in coralline algae and some green algae and I really think that helped a lot.
I do think that stress and lack of mature live rock is the culprit here.
As for food, I feed heavy and I feed good foods, which definitely helps. For my dwarfs, I feed Emerald Entree AND algae sheets just about every day. Although they say that Coral Beauties are not one of the angels that require sponge, I frequently find mine nipping at sponge and I have angel food with sponge in it and I really do think that this helps.
