i'm no expert on clown behavior, but i'm guessing when it does it to other fish, it's telling them to stay away.. when it does it to the clown fish.. its more mating related? as i've seen my male do it near the glass while near the female clown.. but it seems the females doesn't acknowledge it, so maybe the female isn't ready yet?.... dunno..

When the male is next to the female and turns sideways and shakes he is showing that he is submissive to the female. Many times when my male did this to the female it means that he is ready to mate. When the time is right they will start to bite at a rock to clean it off. This is all pre breeding ritual.
