What would help get rid of this algae?

Is that the only place you have it? Do you have any snails?
flow? Filtration? inhabitants? Age of tank? what do you feed?

I have an RO/DI unit. I have snails and crabs that don't seem to be on the sand very much.
The problem with the flow is I can't seem to get a powerhead close to the sand because it blows it all over. I have about a 15x turnover rate per hour.
Suggestions?

What is your phosphate reading?
What do you feed and how often?
What is your water source?
What is your water change schedule?
Do you run a skimmer?
What lights do you have?
Does your tank get direct sunlight?
What is your turnover rate? (you answered 15x)
What is your stock list? Any sloppy eaters? (trigger, puffer, etc)
What are your water test results? (trites, trates, ammonia, calc, PH, phos)
Algaes need food to thrive. Uneaten food and waste can collect where there is insufficient flow, like on your sandbed. Try using a smaller PH that will create some flow in that area without causing a dust storm.
