What's the Difference- Wet & Dry Skimming

Howdy,
I constantly here skimming being referred to as wet skimming or dry skimming. Can someone tell me what the difference is?

Dry skimming is setting the levels so the only product from the skimmer is thick foam.
Wet means skimming out a small amount of water as well.

Which is generally viewed as better?

Dry skimming is usually the preferred with folks that have live rock and corals. Seems those with fish only like wet skimming more....
