Fungi doesn't help much....not everything white is liverock die-off by the way. Although dead algaes do turn white. You'll have to do a lot better with the description or produce a pic. Tough to say what's on top of the water if you just started it.....could be lots of things either lighter than water or surface active....I would try to remove it carefully and the best I could, and see if it comes back. Just my thoughts.

I have a couple of types of white sponges on my live rock, could it be a white sponge? I have one variety that looks alot like a marshmallow (smooth and white) and another type that is very 'cottony'. May seem similar to a fungus.
I used work as a plant biologist and fungal taxonomist, and saltwater sponges to me seem to be alot like/ look alot like what we know as fungus in the 'dry' world. Fungi are usually an organism that feed on dead tissue. I have alot of live rock that is cuing right now and I see alot of changes and things dying and growing, but no fungus so far. But the sponges (and tunicates) are really throwing me for a loop in my tank. Very strange creatures. New ones appearing and some disintegrating.
If it is 'growing' I would say that is could be a white sponge. They seem to be some of the heartier ones in my tank. I have a large hairy crab that I am trying to catch right now, that loves to much on the white 'marshmallow' sponge. The sponge still grows.
Maybe this helps?
Good Luck,
-Christine
