It will kill SOME ich. The problem is, even if you dip your fish, you'd be putting them back into an environment where ich is present and they will just get it again.
You can't do hyposalinity in your direct tank (DT) with live rock in it because hyposalinity will kill beneficial organisms on your live rock and cause it to no longer be live rock.
If you can't afford to set up a QT, there is really only one other option that WILL work. Go to Home Depot, Walmart, Lowes, etc and buy a Rubbermaid bucket that will hold all of your live rock, you might need more than one bucket. Put a powerhead in the bucket with the live rock and fill with water until the rock is completely covered by water. Leave the rock in these buckets for 6 weeks, while you treat your tank with hyposalinity. This will kill the ich on the rocks, and your fish if done properly.

I don't believe anyone has suggested that a fresh water bath is the be all/end all as an ich cure. It *may* provide temporary relief, but at the risk of additional stress as lil.guppy said. And even after a fresh water bath, you would be returning the fish into an infected tank.
You should not perform Hyposalinity in your DT as it will harm/kill your beneficial bacteria and other invertebrates.
Ideally, you should set up a HT and do Hyposalinity or other treatment, as outlined in the thread I linked to in post #4.

1. What is a powerhead? 2. Am I OK to leave the the sand in the tank than?

Live rock gets its name from providing a home to a multitude of living things, many if not all of which will not survive at the lowered salinity. Dips will in fact kill some parasites on the fish ick included. it unto its self is not a cure all. I have personally used it as a starting point before putting my fish in a QT. I think its major asset is if your fish has a full blown infestation and does not look like it will survive it can in fact kill some of the parasite’s that are impacting the gills of the fish. This may give the fish some time to respond to hypo or copper

Your GF's brother certainly did you no favors by leaving you with a tank without basic knowledge on its operation and upkeep. I hope you have realized now that having a piece of ocean in your space without learning more about it was not the wisest idea.
Now you have to cram as much information into your brain as possible and as quickly as possible. I do not envy your situation.

and to your question, a powerhead is an internal water pump that adds needed circulation to the water. I could not tell from your tank's picture if/what type powerheads
you have.

There's many opinions on Ich. It going to be hard to say "this is the way and it is the only way".
I said the freshwater will kill the parasites at the surface... it won't do much for the infestation itself but initally knock the number down.
The things ON your rock and the bacteria IN your rock like saltwater conditions.... leaving them in hypo will kill these things.
