It will kill SOME ich. The problem is, even if you dip your fish, you'd be putting them back into an environment where ich is present and they will just get it again.
You can't do hyposalinity in your direct tank (DT) with live rock in it because hyposalinity will kill beneficial organisms on your live rock and cause it to no longer be live rock.
If you can't afford to set up a QT, there is really only one other option that WILL work. Go to Home Depot, Walmart, Lowes, etc and buy a Rubbermaid bucket that will hold all of your live rock, you might need more than one bucket. Put a powerhead in the bucket with the live rock and fill with water until the rock is completely covered by water. Leave the rock in these buckets for 6 weeks, while you treat your tank with hyposalinity. This will kill the ich on the rocks, and your fish if done properly.
