What happened to the RO/DI you were going to use?

i would worry more about the tub water getting tested as opposed to the ro/di. sometimes it just takes longer for sand to settle i wouldn't worry too much about it.

If you are getting the LS from the ocean/beach it has many very fine sedements in it. Bacteria will help settle it. Give it time. I had some shipped straight from the ocean floor in the FL Keys to me. It took afew days to clear up.
And yes.... not good idea to get from ocean.

Don't you use soap in the bathtub!!!
If there is any soap scum in the water, you have probably added something which may kill any fish you may add (as well as increase the cloudiness). Untested RO water would still be much better!

No. But bring it down a bit. 1.023 - 1.025
I keep everything at 1.023

if you plan on having a reef 1.026 is fine, actually corals seem to do better at a higher salinity. i just think it will take a little more time to settle the cloudiness than last time.

what kind of equipment are you running if any. Are you running any powerheads? Are you running any kind of filtration? Mechanical mainly.

It is not uncommon at all for new sand to cause a cloud that lasts for up to two weeks. Further it is even more common for new sand to cause a surface scum. Let everything settle down. RO/DI will not help the cloudiness or the scum. filters may help but may also stir up more sand. Wait wait Wait. I takes time.
