They really ought to get along fine. Make sure the trigger is slightly smaller than the puffer. As far as two puffers together its a risk but very well may work out. Ive seen it work more often than not. Puffers and triggers will tear up lions. Like said before lions are rarely aggressive to other fish.

O and if you have given up on the larger trigger leave that heniochus out. Puffers love to keep that banner trimmed down as short as possible. The rest on the list are all pretty good choices in my opinion. Also for black and white why not something like a onespot foxface. With those venomous spine they get along with a wide variety of fishes.
