Yes I would be concerned. What size tank is it in? Are there macro algaes growing in the tank? Tangs are very active fish and have a high metabolism rate. Hence they need to eat more, almost constantly.
That, and I would be surpised if it ate the brine. These fish are herbivores, they dont eat meat. Try feeding formula two frozen food instead. it is a seaweed based food for herbivores. That and Nori seaweed sheets.
I am no expert on tangs, but this is what I have been told . . . . which is what kept me from getting one.

i feed seaweed sheets, veggie flakes and brine shrimp usually soaked in garlic...it really eats brine more than anything else...
i have a 60g thats about 3-4 months old...there is a small supply of hair algea but no macroalgaes...it really seems to dislike eating the algae sheets...

I would discontinue the Brine Shrimp and add a variety of Algae Sheets until you find one it likes.
As a quick nutrition dose I suggest buying some high quality Mysis Shrimp like PE or Sally's. Feed as many as it will eat 3 or 4 times a day until it gets some weight back.

How long have you had the yt? Is it eating the algae sheet you clip everyday? Bang Guy is right ( of course) they are not strictly herbivores and the mysis will help fatten it up. I float a couple 2 sq. inch pieces of nori for my tangs every morning and more again when I get home from work. I also feed mysis or fresh frozen squid, shrimp etc at night. My naso ate only the nori for almost a month but, just tonight I noticed he was chowing on the meaty stuff. Sometimes it just takes them a while. I also soak their food in zoe for a little viatmin boost.

I've had him for about 3months...He does not seem to be interested in the sheets...I keep given it to him though...
It gobbles up the brine and veggie flake....so I dont know why it wont eat the algae sheets...
