if you get a small one you should be ok (somewhere in the range of 3-6 ins) but he will outgrow the tank. an upgrade would be needed somewhere down the line. and judgeing by your other fish your going to need to upgrade as the grow anyway.
i love Orange Shoulder tangs. I just got a 5in one a few weeks ago and i love it. but they are like a sohal in that they need a large system. they can get to 10-12 in if im not mistanken. also mine is starting to become a bully already. its picking on my pink tail trigger which is a bit bigger...

i have used a black background on every tank i owned. i like it because i think it brings out the colors of the fish. and i always thought that the backgrounds with plants and corals looked a bit silly. And it hides the hole in the wall behind my 110...
i was always told that traces of copper will always remain in your tank. even if you use carbon or poly filters it stays in live rock ( if used in a tank with live rock). that what i always thought and never put inverts in the one tank i used copper on because of it.
I really wouldn’t trust the sand from Jones beach, long beach or any of the beaches on the island. The water here is really nasty and I assume the sand would be too. Plus it could have stuff in it that fish in tropical areas around used to.
