I think a flame would do ok. They stay pretty small and it sounds like you have enough rock to make him feel comfy. :happyfish

You may want to get a fan and place it so it is blowing over the surface of the water. This will help cool the water. Some one told me that power heads generate a fair amount of heat so you may not need the heater. Unplug it and see what your water temp stays at with out it. You may not need it.

Don't put seahorse in with anemones because a seahorse is very curious and sensitive. The sting of the amemone would almost definitly kill a seahorse.
