Imo the most important thing when running now lights is to gradually work up to your total light time I would start at ½ your total time and add one hr. of time each week until you get to where you want

The reason you have a nitrate problem is simply because your bio load exceeds you dinitrification via biological or mechanical. A lack of adequate maintenance can also add to the situation. Changing from cc to sand is up to you of course BUT I would not look at it as a cure all for your nitrates

There are lot of great books published that can take you from step one through stocking livestock. I would start there and then ask as you go for recommendations to what you have read and want to go with
