How are you trying to raise your PH?
Diatoms are most responsive to silca/silicate, and phosphates I would start there, are you using ro water? Check your TDS if you are if not, start also check your water for phosphates
At first I thought it was a Lobophytum. But now I am more inclined to think it is a Sarcophyton becaust of its rapid growth. This guy is becoming a giant

Received my Ultra Red Eye Chalice I ordered from SWF today if you go to their eye it buy it coral section you will see a pic of another one they have for sale. Let me say that the pic on the site did not do justice to the coral I received . This is one sweet chalice. It was temp acclimated...

AquaticLife 36 inch T5 HO Light Fixture you should be able to get it for under $400 and it is suitable for corals which IMO you will grow to want in the future

I go with a power head just to aid in the LR filtration.
IMO acrylic is more important around the lower perimeter of your tank than at the bottom so I would go with four pieces about three inches high keep me posted on your progress
