I wouldn't do it. Also, the deep sand bed is acting not because of no light, but because it provides an anoxic (no O2)zone. You can't produce this effect with what you want to do.

I think that these types of flatworms won't cause many problems. Six-line wrasses eat them. I haven't noticed any in my tank since I added one. I would first find out for sure if they are harmful. Maybe someone on this board knows. Pictures help.

The top tank looks to me like cyanobacteria. I bet your phosphates are way high - get some phosgaurd for short term removal and do a ton of water changes with R/O water while siphoning out the crap. Using a net to scoop out the slime on the sand might help. With the second tank, you're also...

If they look like they have flat bodies, they are most likely flatworms. What you described sounds like them, especially the red dot.

I have seen the spots move sometimes. Well, not actually move, but they will have changed locations the next time I see them. I really don't know what they are, my guess of flatworms was because some of the shapes bear a resemblance.
