    The rules where allowed to be bent for a long time and then some people started trying to sell stuff totally off the wall and then people started to complain and now the board has to be pretty strict so everyone is treating farely. The rules state used equipment.

    One of the simplist things to do is increase water movement through the rocks. If you place a powerhead low in the tank blowing across the back it may help raise the ph by breaking up any stagnant areas.
