I've never really seen an exp. date on any food. As long as it doesn't get moisture in it, it should stay good for quite a while.

I would imagine it is not legal to harvest. You can get fined for damaging it with a boat.

I would advise against the sand. Long term, you're going to be fighting your ph. If you're doing a planted tank, you'll want a neutral ph or lower. Why did you choose the sand? Did you just have it already?
