I would also recommend adding some more LR. Feeding a little more often will help, but with the small amount of LR they are probably getting territorial.

Since you rearranged the rock's are they still bothering him? How big is the tank, and how much LR? How long have all the fish been in there together? My yellow tang still ocosainally bothers my puffer, but nothing more than just a couple of tail swipes when the puffer gets to close to the tangs...

The puffer may just need a little time to adjust before eating the clam's. How often do you feed him? Maybe put a little more time between the feedings, and than put the clam in. If he is hungry enough he'll break it open himself.

Have you tried to just open the clam just a little bit? Just enough that he cant get to the meat inside.

How long have you had all the fish? Was the puffer introduced after the other 2? Generally the tang's should be the last fish added, as they can get aggressice towards new tank mates. Have you tried to rearrange the LR? That could settle them down a bit. Another option would be to temporarily...

I have put most f my fish in a q-tank before adding to the display. I have never had the problems with ich like I have seen others go through. I also put them through hypo while in quarantine. Than slowly up the salinity, and than when it matches the display I move them over.
