I have no idea for the exactly hole sizes and here is the worst part: I don't have tools and I don't think there are any measuring equipment in the house... on top of the fact that I would have to drain the overflow to remove the epoxy and tubing to measure it. Is my thought process correct?

There aren't bulkheads on it, just epoxied tubing... haha I'm terrible.

ok i googled it... duh.

When I moved the tank all of the old epoxy came right off, and I used the same stuff to reinstall the tubes. but I don't know what bulk heads are... the holes or the tubes?

i forgot to add how embarrassed for having tubing used for my return that is epoxied to my tanks professionally drilled holes. :(
